It'll have to be souped up to be armed and maneuverable, but in Star Wars souping up spaceships is more popular than arguing politics or looking at naked people. The Consular may fare better, as it's just bulkier and more sturdy. Snubfighters in most contexts should eat for breakfast any small transport that isn't a)piloted by an authentic badass and b)heavily modified. If you're talking about how they are combat-wise, that depends on which sources you're looking at.
A friendly NPC or two or some droid automation makes them crewable by most any group of PCs. They're larger than a small freighter like the Falcon but considerably smaller than a Corellian Corvette or Gallofree medium transport, and thus have considerably smaller crew requirements. They are in a not-small, not-big category, yes. Ships in Star Wars are less stereotyped than sapient races. Modular, modifiable, produced in large numbers - you can make them do many, many things. Thinking more practically, are they in that problematic not-small, not-big category? Would they be very vulnerable to smaller space transports which are as maneuverable as snubfighters (like the Falcon or Ebon Hawk)? If you're running a Rise of Empire, Dark Times, or even a Rebellion-era game, there must be a few of them about. We see one of them do an atmospheric hyperspace jump in Clone Wars, although it does then crash not long afterwards (I'm sensing a pattern here.).
